ZATCA Phase 2 e-invoicing: what Saudi workshops need to know

What ZATCA Phase 2 requires
- Invoices must be generated from an e-invoicing solution compliant with ZATCA's specifications.
- Every invoice must be digitally signed with a cryptographic stamp.
- Every invoice must be transmitted to ZATCA in real time (B2B) or within 24 hours (B2C), depending on the invoice type.
- QR codes and UUIDs must be embedded in every invoice.
What it means day-to-day
- You can no longer issue a hand-written or free-form invoice.
- Your workshop software must be ZATCA-certified and connected to FATOORA (the ZATCA platform).
- Customers receive standardised invoices with QR codes they can validate on ZATCA's portal.

- Fines start at SAR 1,000 and scale quickly with violations.
- ZATCA's audits have noticeably intensified since Phase 2 enforcement began.
- Business licences can be at risk for persistent non-compliance.
